Excellent question. I am curious to see what others have to say. A few locations that come to my mind are:

Texas Lake (Delamar Lake). This is where the Blue Team sets up for Red Flag, and the dry lakebed can serve as an emergency runway.

Pahroc Summit (aka "Student Gap"). About 15 miles NE of Hiko on US-93. Aircraft heading up to Pioche from Groom would come through here.

Powerlines Overlook. I have observed test flights going almost overhead here.

Maybe Coal Valley, Garden Valley and Railroad Valley. Lots of open space there, with no curious eyes to worry about. This would probably be used more for UAVs, if at all.

But then, only a few weekends ago I have observed a test flight in the north end of Sand Spring Valley right from my trailer in Rachel. You never know...

Oh, one more: The hills around Queen City Summit are a good place to see test flights in a racetrack pattern over the TECR ranges. You are on the far east end of the pattern there.
