I originally thought Red Black meant Red Flag and that they would be using the tower to capture everything going on in the exercise. But in thinking about it, Red vs Black may have meant a exercise where there are black assets evolved. It is possible that the tower can be used for more than one purpose. This is not uncommon. Groom doesn't have to be involved with Red Flag to monitor it for their own research. I have been told that the history of spying by foreign governments is a very interesting story as are the attempts to detect and counter it.
