It looks like there are rows of what may be lights. Could these be signaling lights for use at night indicating go, no, safe to land, standby, etc? This might be helpful for tests/operations where they don't want or can't use radio communications. It might also indicate what test is taking place to gound personal as well as give status signals. For example what ground activities can take place during a test. Just spit balling here. Looks like a giant drag racing start light pole or something out of the close encounters movie landing site. Anyways, most likely it's some sort of one off test, measurement, or calibration system. Just some odd thoughts, pretty interesting.
