helium like anything else if its real, most likely.

some good points were made about it being worthless if it can't get in and out quickly, unless there is also some advanced aerodynamics/contours for a blimp (instead of the typical "Goodyear" blimp design) and some fast and quiet propulsion. but it also supposedly has some means to "camoflage" itself from observers by projecting a star pattern on its bottom.

I've though a high altitude stealth blimp would also make a very good counter-insurgency weapon to station itself high above a region and use various sensors (radar, optical, ...) to monitor and listen in to the enemy forces and their movements, and then it could also act like a sniper in the sky - when it "sees" some al qaida bigwig - it launches a hellfire or 250# JDAM right onto him, unseen and undetected.
winds aloft would play havoc with it as far as fuel consumption goes - but if its filled with hydrogen as an LTA gas, could it also use it for fuel cells for the fans that propel it?
unless it could stay over a target longer than a predator or avenger, then its not likely to be of much use.
