I believe Austria has them too. The purpose was to be able to put them aircraft in something that just cant be bombed, and additionally they are often located near roads so those can be utlized for a runway of sorts.

They can disperse the aircraft out away from the base that way, to be sure an attack on a base cant destroy the air force.
