it would be difficult to keep its aim towards the subject of interest, and even if it had some sorts of vanes, the wind changes direction.

also, if most of the secret aircraft are tested at night, I don't know if night vision equipment would provide enough resolution to discern anything. my guess is no. everything I have seen is only sharp within a short distance.

also, you would probably go to visit it some morning and find that the tether line had broken and your balloon carried away by the winds. probably a mountain lion chewed through it, even if the break looks like it was sliced by a sharp knife.
