It only makes sense that there would be different layers of security. The first and outermost being the base perimeter. However on the base itself there are buildings, hangers, machine shops, labs, vaults, and offices that need to have their access guarded and controlled. There also has to be document and asset controls to make sure that only the authorized workers have access to the work areas, assets, and documents they are assigned to and cleared for. I would think that there needs to be control and monitoring of communications including computers, networks, telephones, and radios. A worker most likely has to pass through several layers of security to get to their work areas. I am basing this on experience. Just to add to this. I once worked in a vault that was top secret. The rules were that there had to be at least two people in the vault if any work was being done. The reason was that both people had to keep an eye on each other to make sure that every security procedure was followed exactly and that neither person could perform any kind of espionage. I recall visiting one government site that had a system of lights to let everyone in the work area know what level of secrecy they were operating at. I was being escorted through the vault to pick up some NSA controlled crypto gear and I noticed these big orange police lights going off everywhere. I asked the escort what the lights meant and he said it means you are in the vault and everyone has to stop working on anything secret until the lights change meaning you have left the vault. Just to get to this vault we had to pass through 3 layers of security. I am confident that there is more than one security force/organization at Groom. Not to mention that the workers are most likely extremely security conscious and self policing to a degree.
