I believe that when there are foreign forces participating in Red Flag, the area around our favorite base is a definitely area to avoid. Accidentally intruding into "The Box", results in an immediate trip back home.

However, during a US Forces only Red Flag, that can change somewhat and that airspace can be opened up.
