Hello, I was in Thurmont, MD (3 miles from Camp David and 65 miles from Washington DC) and had my scanner equipment ready to listen/record all of the inuguration related radio comms. I was mainly listening to the CAP that was active over DC and also the Sam 2800 (AF1) that took Bush back to Texas. The contrails and planes you saw could have been a couple of things. There were 2 (SONIC F-22 Langley) fighters up for CAP with a Tanker for air refueling of CAP patrol. There was also a P-3C (PELICAN NAS Jacksonville, FL) up over DC providing a live camera feed to some government agency. So that is probably what you saw.
