Probably top level CIA, NSA, NRO people along with the President's science advisors and national security advisors. Probably top level Air Force Office of Scientific Research people along with Air Force Research Labs people. Maybe high level DARPA people. Probably similar position people from the other military service and government research wings. Most likely chief scientists, engineers, mathematicians, physicists, etc, from defense contract firms, as well as similar level researchers from major universities who perform pertinent research work (grants) for the military/government. Basically anyone who has the required clearances and has a need to be there. I don't think the Presidents (current or past) have ever needed to be there. The President goes places where his visibility is important to the mission. He really has no need to travel to Groom Lake or any other of the hundreds of places where black projects are being developed/tested. His advisors who are more technically and scientifically able to assess the scope of work can do this without any public visibility and report back to him privately. He can also appoint any qualified and cleared person to represent his office. Just my thoughts on the question.
