McDill Air Force Base here in Florida, uses an arresting system as well. From Google, it doesn't look like the system at Groom but it does appear to have an arrest system at both ends of runway 22. In fact, if a plane were to NOT stop on the south end of runway 22, it would skid into Tampa Bay.

Maybe there are systems of sorts like this at many military sites? I've never really thought about it or looked until you brought it up.

I guess the next question would be to determine if these systems ARE in place more commonly than you thought, then does the one you note at Groom have a unique quality that might suggest something different about the size and types of craft being tested at Groom?
