It is an emergency net arresting system. It's called the MA-1A arresting system, I found a diagram of it in online references in an air force manual. It really is a net that catches the landing gear, the friction brake can be either a set of anchor chains laid out alongside the overrun area, or, as in this case, by a mechanical friction mechanism.
