Undeveloped land used to go for $7,500 for 5 acres. Since Fay Day, who owned most of the vacant lots there at one point, ran out of land to sell, the prices people are asking are all over the board. I have seen anywhere between 6,500 and 20,000 for 5 acres. Of course no one actually pays 20,000. IMHO $8,000 to 8,500 for undeveloped land would seem fair. The development cost is significant. A well will cost you $10k to $15k (depending on whether you are ok with a well house or want an underground well house, how many water outlets etc.). Power hookup is about $3,500, including the transformer. Septic system is another $3-4k at least. A fence can cost you another $5k. All this is, if you can find someone to do the work.
