If I remember correctly, Nellis took some responsibility, without going into detail. IMO it was most likely a new type of electronic countermeasures, or radar jamming, being tested. Or perhaps a system malfunction. ECMs are used regularly during Red Flag exercises, and as a side-effect knock out telephone and internet access in Rachel during missions.

Keyless entry systems are quite sensitive to interference, probably for security reasons. For example, the operating range of the door opener on my Tahoe is dramatically reduced if I have an FM transmitter plugged into the cigarette lighter that I use to listen to the scanner over my car stereo.
