I do not believe in any such designation as "TR-3". Its most likely an error made by a mistaken writer who heard the program "Tier 3" and jumped to the wrong conclusion.

USAF does not even us the TR designation anyways, that was something that was given to the U-2, for basing in the UK, since the designation U-2 carries a certain amount of political baggage.
