My guess is that most of the currently blurred areas are done so to prevent terrorists from planning attacks. Aera 51 is an unlikely terrorist target for two reasons, first it's incredibly well guarded, and second we would never find out that it had been attacked so we wouldn't be terrorized. I am fairly sure that those in charge of Area 51 security are more concerned with other types of surveillance from satellites like spectral analysis or RADAR imaging or a slew of other high tech snooping technologies which can compromise their test range along with the characteristics of their test assets. Just my take on this.
