Here in the US, but I'd guess worldwide, 119.55 is an aircraft communication frequency using AM modulation. If your scanner treats it as FM you might get strange sounds.

The range of stations in that frequency band is very small and frequencies are duplicated many time in the US. No doubt they are duplicated many more times worldwide. During certain 'skip' conditions I've heard stations in that band as much as 300 miles distant but never more than that.
