There is another issue that should be considered regarding light pollution and the prison. There is an organization called the National Dark Sky Association. They are an advocate for reducing light pollution and have many resources to advise government agencies.

One of the issues they focus on is street and security lightening. More than half of the illumination from mercury vapour lamps, sodium lamps, and most lights used on streets and highways go directly up into the atmosphere. It is essentially wasted. NDSA promotes the use of full cut-off or shielded light. You can see the lights in many shopping centers, car lots, and on some highways. This is the type of lamp that directs all its illumination directly to the ground. If you look directly at the lamp, you are not looking into a glaring bulb. No illumination goes skyward.

In a worst case scenario and a prison is being built, this kind of lighting should be used.

As a matter of fact, it is too bad that some residents of Rachel don’t use these lights rather than the mercury vapour lights that dot the landscape.
