This is an artifact from image processing, usually noise reduction/artificial sharpening. Sometimes it will make a photograph look airbrushed. I'm sure Google has to make the best of what imagery is available to them, although that may be changing soon. I've attached a link to the software that has some examples of what I'm talking about.
