Their is no constitutional right to do what ever you want with your land. Buy an acre of land in a neighborhood with homes that range from $500,000 to $1,000,000 and announce that you are going to open a used car lot, or a porno store. Buy some raw land in the desert next to a small town and dump a housing project that didn't fly and try to turn it into a prison. You will find that those so called rights don't exist. As anywhere where their is a piece of vacant land you must go thru a zoning hearing, licensing, and a huge permitting process. As part of your rights program you may attend all the meetings and voice your opinion. I have been to a few of these hearings and find that the basic question is will the new project affect the current residents lifestyle, safety, and or their privacy. I find no hypocrisy in doing this.
