Thanks for posting the link, Hank. It is interesting to see how Toresons story changes:

The special use permit that he applied for was for a medium security prison. A notice sent to Rachel residents by the planning commission for the September 6 meeting in Rachel states a minimum to medium security prison. Now Toreson talks about an honor camp. Looks like he will say anything necessary to get this approved.

There is speculation that he wants to get this approved to get a better price when he sells all of his property. There seems to be more to it than we currently know.
