Somewhat off topic, but you can go to this page and get a program that will synchronize your PC to the official WWV time. It will also state your differential from UTC.

I wrote a cheesy GMT clock program in visual basic some time ago. If memory serves me correctly, the PC is set up in GMT, and uses known correction factors depending on your location to display the local time. Anyway, getting GMT out of the Pc isn't very hard using a win32api call.
