pretty sure they have to obey all the same airspace regulations the heavier than air people do (bt I wonder if many of these LTA aviators do).
I would think a tethered baloon would be the safest and most "legal" way to go - minimal risk of straying into restricted airspace. but I don't think they would be doing any flying with onlookers
