The "Box", the no-fly zone (any reason, any altitude) around Groom extends past the perimeter on the ground. But, a large part of Tikaboo Valley is open to civilian air traffic. It is part of the Coyote Alpha MOA. That means, while in that air space, you are talking to Nellis Control instead of a civilian ATC.
I am not familiar with restrictions for baloons in a MOA, but as you mentioned, they are difficult to maneuver. If you launch in Vegas, you would have to maneuver up the relatively narrow Sally Corridor along Hwy 93. OTOH, if it can be done, it sure beats hauling about 60 pounds of gear up the loose shale...
