My apologies if I misled, I think it would be correct to assume that the Groom Lake installation is run by more than one Government organization with multiple autonomous research programs being run under those agencies. From my experience you can have a CIA (or other) facility with it's own security inside an AF installation. Aside from the Groom there are big changes coming for the Air Force in how it operates.
