Yes, that is Texas Lake. The satellite photo shows quite clearly why its called "Texas" Lake. On maps it shows up as Delamar Lake. There is a runway all across the lakebed, but it does not show up on the satellite image. In fact it is hard to see even when you stand on the lakebed. It shows as a slight discoloration in the smooth surface. The runway is used for emergency landings during Red Flag, and also for experimental flights out of Groom.

As you mention you can hear references to Texas Lake quite often during the flight exercises. As in "10 miles north of Texas Lake". It is used by the aggressor team as a staging area, for aerial refuelling before and after they go into the ranges to attack.
