That shot was taken by John Lear from the northern edge of Groom Lake sometime before the 1984 'land grab'. (I'm not sure of the exact date.) In those days you could drive there, but the AF didn't like it if you took pictures. The chain marked the farthest you could go.

According to Lear, he took the pictures, replaced the film in the camera with a new roll and put the roll with the pictures in his glove compartment. When the guards came they took his film from the camera but not the roll in the glove compartment. Of course Lear has a tendency to exaggerate, so this may or may not be true. :)
