Highway 58 between North Edwards and Boron is as good a place as any. Most activity takes place on weekdays. Mojave Air and Space Port is just down the road, too.

Also, you might check out AF Plant 42 in Palmdale. Best viewing is at Sierra Highway and Avenue N, just off the end of the runway. If you are there on a weekend, you can visit Blackbird Airpark at 25th Street East and Avenue P (Ranch Vista Blvd.) and the adjacent Joe Davies Palmdale Heritage Airpark.
