MT,looks like I have to lambaste your identification skills. Sorry. At least you got the Scaled Composites part right. It is the Advanced Technology Tactical Transport (ATTT) proof-of-concept demonstrator. It's in pretty bad shape, too, due to being stored outdoors for so many years.
