Not all digital transmissions are encrptyed. Astro, the most common digital scheme, may or may not be encrypted. The same is true for APC0 project 25, an international standard just to make sure the UN troops can work with the local PD.

DES encryption works over todays radio systems, so the cammo dudes could be encrypted even if digital radios didn't exist.

There are two rumors floating around the net regarding scanners capable of listening to Astro. One is there will be an add-on board for the Uniden 780 to allow it to receive Astro. The other is Uniden will anounce a new Astro capable scanner. The add-on board is supposed to be designed by Greg Knox (sp) who did much of the work that lead to the BC235, though the Motorola trunking patent was in the public domain, so all he did was figure out how to get around the patent and of course make it work (the hard part).

If a Uniden Astro scanner is about to be released, it will probably be anounced at the Winter Consumers Electronics Show in Las Vegas, where the BC235 and BC780 were first shown. [The BC245 just kind of showed up without much fanfare.]
