There's more to an upgrade than you might think. The newer -700's have more avionics that record flight history (Not desirable for Janet). That creates a huge problem with the security policy. There are dozens of computers that save the last ten or twenty flights in the memory for fault history. If one of those computers needs to be sent to a vendor for repair the flight data would have to be erased thus not helping the repair analyst to fix the fault. The -200's are mostly analog and they fit the policy in the most desireable parameters. There in lies a huge problem to upgrade. A very expensive upgrade when you couple security and computers.
