As Andre has pointed out, the climb to Tikaboo is quite strenuous. But the view from the top is well worth it. You see the entire base in 26 miles distance, and this is as close as you can legally get to see it. If you decide to cross the border, you would not even make it anywhere near a view point. Don't let yourself be fooled by the old surveillance cameras and road sensors that are placed quite visible. They are NOT the actual security system. The real stuff is much more high tech, and for the most part we can only guess about it.
You would most likely get caught by the outer security ring, the cammo dudes. For a civilian that means being detained, the sheriff is called to pick you up, you spend a night or two in jail, pay the $1000 fine and sign some papers that you will never talk about what you haven't seen anyway. Not sure how your military clearance would be affected, but I suppose you would loose it instantly.
If you are unlucky enough to make it past the cammos you are dealing with Air Force Police. And in that case you will wish they would hand you over to the sheriff...
