There is a radar reflector (vertical panel) on the north side of Papoose Mtn. Sounds like that is what you are looking at. I am not sure if I have any photos of it, but at least the top of it can be seen from Tikaboo.

Those reflector panels are on mountain tops in the area all over the place. I am not sure exactly what they are used for. Possibly the radar system that provides 3-D info for Red Flag and other exercises.
