I looked up Dulce NM and it is in the middle of the Navajo Nation Reservation (near the 4 coners area). It is also very mountainous with no dry lake valleys for runways....While none of these factors preclude a secret base being at Dulce (or any where else), the Nevada Nellis Test site provides a far better defensible position, buried deep inside it's boundries........
