As far as I know your friend is right. The cammos are only the outer ring in Groom security. The inner ring is probably Air Force Police (see our article on the Cammos in the Area 51 section). From several quite reliable sources I have heard that the Cammos won't even chase you further inside if you make it past their lines. They really don't seem to have a lot of authority anywhere but in the immediate vicinity of the border.
