No, seriously, I believe it is just common sense to change the frequencies every once in a while. They seem to have done routine maintenance on some of the sites. When I was in Rachel over Thanksgiving, the Cedar site was off for at least a day. When it came back on, the frequencies had changed. It appears that on at least the Bald Mtn site and the Angel Peak site, one of the LCN's is not currently used. It may come online later, though.
