A connection to the current threat level is certainly a good possibility. It does not look like it was set up there as a permanent fixture.

My photo of Snoopy "manning" the guard shack that you mentioned was taken several years ago at the main gate of Lockheeds Helendale RCS facility. See attached image. Snoopy is a good watch dog, though. While we were still laughing, a voice came from a speaker at the gate asking us what we were doing there...
