As far as I know (at least in Florida) it is illegal to display or use red/blue lights if you are not a sworn and cerified law enforcement officer. It is probably that way in every state. In fact the Florida Law disallows use of ANY flashing lights (even amber) while the vehicle is in motion (yes, tow trucks that run with their flashing amber lights are technically breaking the law, as is driving your Honda with it's four-way flashers blinking). Good points to know if you are being questioned by someone with amber lights on top of their Ford, the person almost certainly does not have arrest powers (but still could be seriously dangerous). Doesn't mean you can't be polite and respectful, but in general, unsworn security officers have no more legal power than a postman.
