A more simple and logical answer for the removal of the tanks is the continuing effort to bring the base up to FSAR code. I think it's been out of the mainstream for so long, the structures and facilities are not up to existing Federal codes, and are being corrected. The base gates are an example of one item being changed from a loose approximation of a security checkpoint to an Air Force guardhouse. The tanks quite possibly did not have the required berms, or were not built to AF specs. It's not very sexy, but it's a real possibility that many items on the base had to be renovated by it's new owners.
