I think this is standard procedure. When we had an F-15 crash 10 miles notrh of Rachel last year I heard on the scanner while driving out to the crash site how all players of the exercise were ordered to RTB to Nellis. Except for one pilot, who was ordered to circle over the crash site and secure the air space. And this was a regular F-15, crashed during Red Flag exercises.
For weeks the crash site on public land was blocked in a 1-mile radius, and if you stopped nearby security would chase you away at gunpoint.
