You may have found something. I've wondered if maybe we're reading to much into the berm. Maybe that pile of dirt is, well.. just a pile of dirt. And it will be used to raise the elevation of a ramp, parking lot, taxiways, etc. etc. If all they wanted to do is block the view from Tikaboo there sure must be a lot more efficient ways to do it.
