I think they just want to be able to identify the items as harmless consumer electronics. I would not expect them to have a problem with scanners. I regularly take scanners on my overseas flights, both in my carry-on and in the checked luggage, and never had a problem. Sometimes I even turn on the scanner during the flight, but that may not be a good idea with all airlines. Never had the scanners damaged from the X-rays.
