I was watching a history channel special on Los Almos and the development of the Atomic bombs. They built berms around many of the critical buildings so that if the building exploded the damage would be contained and work could continue. The berm at A51 is very smoothly shaped from what I can see. If it was made of concrete it would be perfect for skateboarders. It is probably there to deflect thrust, heat, and noise upwards and away from the rest of the area. It seems to me to be some kind of containment wall.
