Even if was being kept close by to be used for final grading or whatever, it would be just a big pile of dirt. Time and fuel are money, and no contractor is going to spend either on a well-tailored pile of fill.

If it is going to be hauled off, why load it/move it twice? I think it has a definite purpose, although that purpose may not necessarily be visual.

Perhaps it is designed to control or deflect sound so that less noise escapes towad the Tikaboo Valley. Maybe it will be capped with something. It may even be an integral component of testing whatever will live in the hangar.

At any rate, I don't think it is just a random pile of dirt.
