turning runway lights back on when active is no different than what you will find a any small airport around the country. they can be activated by radio from the airplane, by fast clicking the mic several times - usually on the unicom frequency as far as cyalume goes, this does look like an ald taxiway and not a runway, and cyalume is only good for a limited amount of time before it peters out.
just saying as this is not all that "sinister"
mayeb they are testing some sort of chemical for runway application (sealant, quick-repair, anti-skid...)
