..PVC. Or, thermal insulated underground pipe for a pipeline. I think the color (white) is deceiving. Some insulted underground pipe used for gas pipelines has exterior insulation that same color. They are metal. Maybe it's a pipeline to bring fuel from the fuel tank farm on the hill to the new hanger.
