Maybe I'm missing something. I don't see anything in that document that resembles the equipment in the photos that Joerg took. The partially sub-terrain items in the usgs document don't resemble the completely sub-ground stuff in our mystery device. No GPS radome, no rubber duck, no separate install with UHF beam, different dish.

I think the seismic answer is the most logical. But the placement of the thing, and the dual, side-by-side components of the install are what raises question marks with me.
