Two F-15s landed at my local Scottsdale Municipal (AZ) last Sat. I was at a horse show east of the airport and saw them make a big, sweeping turn, apparently to reduce speed.

By the time I got to the airport and could view them from a few hundred yards away, it looked like one of them had a damaged or inop elevator.

I don't know enough about elevators, someone help me out here. As I looked at the plane from it's rear, the LEFT elevator was angled UP, the right elevator was neutral, in line with the fuselage. Is that normal or indicative of some kind of damage? Can the elevators move two opposite directions at once (up and down)?
