If you head left and up from the right hand corner of the road (20 meters before the signs) you can sucessfully get to the to top of the hill. I went up on my own in March no problem. You can see the gaurd shack, radar callibration domes on poles and several border posts. Believe it or not its pretty hard to stray over the border at this point.
