Just plug it into some online map since there are many way to get there.

To watch planes land at North Base, I use the hill at
N35.03703 W117.90178.

To watch planes land at Palmdale, park at
N34.63023 W118.05861. There may be a sign indicating no photography, so park far enough away not to be able to read that sign. Palmdale Airport may be open to the public. It was closed the last time I went there, but it was on a weekend. Obviously, if you can get to the terminal, that would be where you want to park.
